jurisdiction over any British subject of Chinese
race unless the name of such individual is
registered at a British Consulate and has been
communicated to the Chinese Authorities, and,
except for a period of six months in the case
of transient visitors, in no case will this
right be claimed in respect of any British
subject of Chinese race who, being originally
also of Chinese nationality, has not received
a donationalisation certificate.
3. As you point out in your despatch under
reply there is nothing repugnant in this scheme
to the suggestions contained in the Foreign
Office Memorandum of ebruary 4th, 1928, copy
of which was transmitted to you in my despatch
No. 134 of February 18th last, and I agree with
your view that these suggestions, the scheme
already accepted at Canton and the proposals put
forward by His Majesty's Consul General at
Shanghai seem rather to evolve one out of the
